3. Define part-time staff into normal part-time (PT) and permanent part-time (PPT)
4. Define role ratio for the event

1. Use integrated demand to create open shift in system
2. Built shift roles with role ratio concept
3. Fill staff with corresponding skills (PPT first, then PT)
4. Control violation in 418 part time ordinance
5. Reduce benefit liability for part time workforce
